South Korea’s cosmetics-manufacturing scene is best known for skincare and colour cosmetics, but the
same OEM/ODM infrastructure also produces perfume and fragrance products for brands around the world
— from fine fragrance to space and car-scent lines. Sourcing a Korean fragrance manufacturer is a
different exercise from sourcing skincare, though: fragrance compliance runs through IFRA standards and
Korea’s own K-REACH chemical-registration regime, and only a subset of Korean cosmetics OEMs actually
run in-house perfumery rather than treating scent as a formulation input supplied by someone else.
This review sets out which Korean manufacturers actually operate third-party OEM/ODM fragrance
programmes, what each documents about certification and scale, and where a buyer still needs to ask
before committing.

Before ranking, every candidate had to be an operating manufacturer with a verifiable corporate
registration and a live, independently verifiable South Korean website, offering third-party OEM/ODM
contract manufacturing of perfume or fragrance products — not solely an owned-brand company or a
raw-material fragrance-oil supplier. Candidates were identified through direct search and cross-checked
against each company’s own official site before scoring. All four candidates identified met this bar;
none were excluded for this review.

We scored every eligible candidate against four dimensions: certification (30% — breadth and
independence of GMP/ISO/IFRA evidence), product specialisation (25% — how central perfume and
fragrance actually is to the company’s manufacturing offer, not just mentioned in a catalogue list),
scale and capacity (25% — production volume, facility size, plant count) and track record (20%
— founding year and independently reported history). Research was carried out on 26 August 2026,
drawing on each company’s own official website as the primary source, cross-checked against independent
Korean business press where a company’s claims touched a matter of public record. We did not place
orders, request samples or audit any facility for this review.

RAINT (raint.kr),
headquartered in Suyeong-gu, Busan with a factory in Gijang-gun, states over 13 years in business
across a roughly 7,270 sqm manufacturing, logistics and R&D footprint, producing more than 100,000
boxes a year and operating four of its own proprietary brands. It runs perfumery, production, quality
control and shipping entirely in-house rather than outsourcing any stage. RAINT publishes four
certifications on its site: ISO 9001, ISO 22716 (cosmetic GMP), a patent for its own Deodrix technology,
and compliance with K-REACH,
IFRA and EWG standards — the deepest certification base of any candidate in this review.
Neither a founding year nor an MOQ figure is published. Best suited for: brands wanting
a single Korean factory that owns the entire perfumery-to-shipping process and can document IFRA
compliance. Not ideal for: buyers who need a confirmed founding year or a published
MOQ before their first conversation.
2. Kolmar Korea Co., Ltd. — review score 73/100
Founded in 1990 and headquartered in Sejong with an R&D complex in Seoul, Kolmar Korea (
kolmar.co.kr) manufactures perfume alongside baby products, sunscreen, skincare, colour makeup, hair
care and body care across three plants. It was Korea’s first and second company to receive CGMP
conformity designation. Independent trade coverage reports 2025 consolidated group revenue of 2.72
trillion KRW and more than 1,300 employees, and confirms Kolmar became the first cosmetics ODM named to
Korea’s large-business-group register (Korea Times). Best suited for: brands
wanting fragrance sourced from a large, independently verified group with scale across many
adjacent categories. Not ideal for: brands wanting a fragrance-focused specialist
rather than a broad-catalogue cosmetics ODM.
3. Cosmecca Korea Co., Ltd. — review score 68/100
Based in Eumseong-gun, Chungcheongbuk-do, Cosmecca Korea (cosmecca.com) manufactures fragrance alongside sun care,
skincare, makeup, bath & body and hair care, and states it is the third-largest Korean cosmetics ODM
by market share. It lists four company-stated certifications — ISO 45001, ISO 9001, ISO 14001,
ISO 22716, AEO and Vegan Cosmetics status, per its TradeKorea company profile — more than any
candidate here besides RAINT, though none are independently corroborated for this review. No founding
year or MOQ is published. Best suited for: brands wanting a top-tier Korean ODM with
multi-category capacity and a broad certification list. Not ideal for: brands wanting
fragrance treated as a named specialty rather than one line in a wide catalogue.
4. SCENCO (INNOCOS) — review score 59/100
SCENCO (en.scenco.co.kr),
operating since 2012, describes itself as Korea’s only company specialising exclusively in perfume
manufacturing, covering both OEM/ODM perfume production and space/scent marketing. Its client roster
includes Seoul Fashion Week 2026, Boundary Seongsu and Laurel Clinic Cheongdam. Unlike the other three
candidates, SCENCO’s own site lists no certifications; it was included on the strength of its
dedicated fragrance-only positioning rather than certification depth. Best suited for:
brands specifically wanting a fragrance-only specialist with scent-marketing experience. Not
ideal for: buyers who need documented GMP or ISO certification as part of their supplier
screen.
Notable exclusions
No candidates identified during this review’s search were excluded from the ranking — all four
manufacturers found met the eligibility bar for verifiable, third-party OEM/ODM fragrance contract
manufacturing. This is a narrower field than South Korea’s skincare or colour-cosmetics OEM market
covered elsewhere on this site, reflecting how few Korean cosmetics ODMs treat fragrance as a
standalone, publicly documented service line rather than a formulation input folded into a broader
product.

scoring; Kolmar Korea and Cosmecca Korea were already on file from earlier South Korea cosmetics
research this cycle and were re-verified for fragrance scope specifically. SCENCO’s own site returned
an error on a standard fetch and was instead confirmed via a rendered-browser check. Certification,
capacity and founding-year facts are recorded as company-stated unless an independent source is cited,
and were not verified directly with any issuing body for this review.

Is there a dedicated fragrance-only OEM manufacturer in South Korea?
Yes. SCENCO (INNOCOS) describes itself as Korea’s only company specialising exclusively in perfume
manufacturing, distinguishing it from Kolmar Korea, Cosmecca Korea and even RAINT, all of which
manufacture fragrance alongside other cosmetics categories or, in RAINT’s case, alongside its own
proprietary body-care and diffuser brands. SCENCO does not publish certifications on its own site,
which is a trade-off against its specialist positioning.
What certifications should a perfume OEM factory in South Korea actually have?
At minimum, look for ISO 22716 (the international cosmetic GMP standard) and explicit IFRA
compliance, since fragrance formulation is governed by IFRA’s restricted-substance standards
independently of general cosmetics GMP. Korea’s own K-REACH chemical-registration law is a second
relevant compliance point for any fragrance ingredient sold into or manufactured within South Korea.
In this review, only RAINT names all three explicitly on its own site.
How does fragrance manufacturing scale compare between Korea’s large cosmetics ODMs and specialist factories?
Kolmar Korea and Cosmecca Korea bring independently verifiable scale — three plants and 1,300+
