Toyo Beauty Review (2026): Four Plants, Four Dated ISO 22716 Certificates – and a Client List That Reads Like Japan’s Beauty Aisle

Quick answer

Toyo Beauty is an Osaka skincare, body-care and hair-care ODM founded on 10 July 1941 that, in my judgement, offers the clearest quality paper trail of any Japanese OEM in this series: four named plants, each with a dated ISO 22716 (cosmetic GMP) certification, 921 employees, and a published client list that includes Unilever Japan, KOSE, POLA and Taisho Pharmaceutical (company-stated, checked 26 September 2026). My verdict: endorsed for brands that want skincare, body and hair under one roof, with a genuine small-lot line beside mass production. Not for makeup-led brands — Toyo Beauty does not list colour cosmetics — and, like its large peers, it publishes no MOQ, so plan for a quotation-led process.

The founding year everyone gets wrong

A small thing first, because it tells you how much of the English-language material on Japanese OEMs is copied rather than checked. Supplier roundups routinely give Toyo Beauty’s founding year as 1948 or 1949. The company’s own profile says 10 July 1941, when it was established as Kotobuki Chemical Industrial Co., Ltd.; it began cosmetics production in 1944, became a general cosmetics maker in 1961, moved into OEM in 1975 and took the Toyo Beauty name in 1976 (Toyo Beauty corporate history, checked 26 September 2026).

Why it matters to a buyer: if a supplier profile gets the founding year wrong, assume it may get the certifications and plant list wrong too. Every figure in this review is taken from Toyo Beauty’s own pages, with the date checked beside it. That is the standard you should hold any sourcing agent or directory to before you forward a shortlist to your management.

Four plants, four ISO 22716 dates

This is the part of the file I like most. Toyo Beauty names every production site and the date each gained ISO 22716: Utsunomiya (Tochigi) in 2014, Ueno (Iga, Mie) in 2016 and Saga in 2019 (company history). The Saga factory, which started operating in April 2019, also holds ISO 9001 and ISO 14001 from August 2021 and is described as the company’s largest, with a maximum annual capacity of about 50,000 tonnes (Saga Factory page).

The plants are also split by job, which is rarer than it should be. Utsunomiya Factory 1 is for mass production; Utsunomiya Factory 2 and Ueno handle "small-lot, multi-type" runs; Saga carries large-scale work. Vacuum emulsifying mixers range from 350 litres to 13,000 litres (factory overview). In plain terms: a mid-sized brand can be made on a line sized for it instead of queueing behind a 13-tonne batch for someone else.

The client list is the endorsement

Most Japanese ODMs keep their customers confidential. Toyo Beauty’s English profile lists main business partners by name: Unilever Japan, KOSE, KOSE COSMEPORT, POLA, Zenyaku Kogyo, Taisho Pharmaceutical, House of Rose and Charle, alongside packaging and raw-material suppliers such as Yoshino Kogyosho, Toppan and Nikko Chemicals (company profile, checked 26 September 2026).

A list is company-stated and says nothing about which products or volumes are involved. But pharmaceutical groups such as Taisho and Zenyaku audit their contract makers hard, and multinationals such as Unilever do not keep a supplier whose batches drift. When I weigh second-hand evidence of quality — since no public record measures quality directly — "demanding clients keep coming back" sits near the top. It is also useful commercially: you can ask Toyo Beauty which of these relationships are for skincare, and what audit standard they were qualified to.

What they make — and what they don’t

Toyo Beauty’s product range covers three segments: skincare, body care and hair care, plus quasi-drugs, which it is licensed to make. Its factory pages highlight textures that are hard to do well at scale — high-viscosity products, gels, lotions, creams and milky emulsions. The R&D side includes an Innovation Center in Osaka and a research centre in Utsunomiya, with stated work on stability, safety, efficacy and microbiological assessment, and two research subsidiaries (HBC Science Laboratory, founded 2007, and 701 Research, acquired 2017).

What is missing is just as clear: no colour cosmetics. If your roadmap includes a lip tint, cushion foundation or eyeliner, you will need a second factory. For many skincare-first brands that is a feature, not a flaw — a factory that does one family of products to depth tends to do it better than a generalist. Just decide it up front, rather than discovering it after your first successful launch.

Published terms

Toyo Beauty publishes no MOQ, price band or lead time, and enquiries go through Osaka or Tokyo sales offices during Japanese business hours. The existence of two dedicated small-lot plants is a strong hint that it will look at modest first orders, but "small lot" at a 921-person Japanese ODM is not the same as "small lot" at a 20-person start-up factory — ask for the actual floor per product type in writing.

The development process is the standard Japanese one: brief, prototype, stability and compatibility testing, then quotation and production. It is slower than a ready-formula house and faster to get right. Budget time and money for more than one sample round, especially for a texture-led product where the whole point is how it feels on skin.

Who should call them — and who should not

Call them if: you are building a skincare, body and hair range and want one qualified partner for all three; you need documented ISO 22716 per plant for a retailer or distributor audit; or you want a Japanese ODM with a proven record of serving both multinationals and pharmaceutical groups.

Look elsewhere if: makeup is part of the first launch; you need published prices before engaging; or your first run is a few hundred units. Compare Japan’s largest ODM in our TOA (Nihon Kolmar) review, and see how Japan stacks up against other regions in where to manufacture cosmetics.

FAQ

When was Toyo Beauty founded?

On 10 July 1941, as Kotobuki Chemical Industrial Co., Ltd., according to the company’s own profile. It took the Toyo Beauty name in 1976 and has focused on OEM since 1975. Several English supplier lists give 1948 or 1949; those dates do not match the company’s records.

Is Toyo Beauty ISO 22716 certified?

Yes, per plant: Utsunomiya in 2014, Ueno in 2016 and Saga in 2019, according to the company’s history page (checked 26 September 2026). Saga also holds ISO 9001 and ISO 14001. Ask for the current certificate for the plant that will make your product, since certificates are renewed and re-audited.

Does Toyo Beauty accept small orders?

It runs two plants dedicated to small-lot, multi-type production, but it does not publish an MOQ. Expect the minimum to depend on product type and packaging. Request a written quotation at your launch volume and at a scale-up volume to see how the unit price moves.

Can Toyo Beauty make makeup?

Its stated product range is skincare, body care, hair care and quasi-drugs; colour cosmetics are not listed. Brands that need makeup usually pair a skincare ODM like Toyo Beauty with a colour specialist.

Who are Toyo Beauty’s clients?

Its English profile names Unilever Japan, KOSE, POLA, Taisho Pharmaceutical and Zenyaku Kogyo among its main business partners (company-stated). The list does not say which products each client buys.
