Quick answer

Kyoumei Industries Sdn Bhd (Sungai Buloh, Selangor, registration 871552-W, operating since 2009) is this series’ professional-channel specialist: 236 active NPRA notifications for 34 brand owners whose names read like an aesthetic clinic’s supplier list, a serum bench of 75 filings — 31% of everything it makes, the most serum-weighted book in this series — and the highest client loyalty I have measured anywhere: 6.9 products per brand owner, with active filings running back to 2017. It is also a factory with two structural facts you must price in before calling: a published floor of 1,000 units, the highest on our ranked list, and a single distributor relationship that accounts for 130 of its 236 filings. My verdict: endorsed as an OEM partner for clinic, salon and premium skincare brands with real budgets — with the concentration question asked out loud, because that is what this page is for.

The registry record: a slow burn with a 6.9

The registry record first, because that is how we do things here. Kyoumei’s 236 active notifications span filings from 2017 through 2026 — the oldest active filing in this series, which matches the website’s “since 2009” claim and the 871552-W registration rather neatly. The curve is a slow burn that catches fire: single digits a year through 2022, then 25 in 2023, 50 in 2024, 107 in 2025 and 39 so far in 2026. Twenty of its 34 brand owners hold two or more products, and the average holding of 6.9 SKUs per client is the highest repeat rate I have measured in any review to date. Factories keep clients like this by shipping what was promised, batch after batch; no amount of marketing buys a 6.9.

Now read the client column, because this is where Kyoumei’s personality lives. Cellnique Paramedical — one of the most established professional skincare names in the country. Dermac International. PCQ Hair & Beauty with 21 filings. La Monzz Premium, Jssui Global, Ezee Health & Beaute. These are not TikTok launch brands; these are companies selling through treatment rooms, clinics and professional counters, where products carry actives at professional strengths and a failed batch means a dermatologist’s phone call. The segment mix agrees: 75 serums, essences and ampoules — 31% of the entire book, the most serum-weighted factory in this series — plus 33 cleansers, 31 creams and lotions, 24 masks and 24 lip products. If your brand needs clinical-grade credibility in the formulation room, this registry printout is what that looks like.

The Jotono question: 130 filings, one client

And then there is the number that made me put my coffee down: JOTONO CORPORATION SDN. BHD. — 130 of Kyoumei’s 236 filings. Fifty-five percent of the order book, one client.

Who is Jotono? A Selangor distributor with two decades in the professional channel, supplying salon-grade skincare to cosmetologists, aestheticians and dermatologists, running a multi-brand portfolio — De’Mieux, Bridget, AYA, Lavenir, Bac-X and more. Of Jotono’s 138 registry filings, 130 are manufactured by Kyoumei. Whatever the corporate paperwork says about the relationship between these two companies — and I make no claim about it either way — the registry describes something close to a marriage: a professional-channel brand house that builds essentially its entire portfolio on this one factory’s lines.

Read it both ways, because both are true. As an endorsement: a sophisticated, twenty-year professional distributor bet its whole shelf on this plant and keeps coming back — that is the strongest single vote of confidence in this series. As a question: when one relationship is half the order book, you want to know where a new 1,000-unit client sits in the queue when the anchor client’s production peaks. So ask exactly that on your factory visit, and ask it with a smile: “When Jotono’s big run and my launch collide, who waits?” The answer — and how quickly it comes — will tell you what you need to know.

Three roasts, served at clinical strength

The roast section, then, and Kyoumei has earned three light ones.

First, the tenderest sentence in Malaysian manufacturing, still on the homepage when I checked it on 16 September 2026: “We care small business too! No need to fret about starting small; we accommodate production as low as 1000 units to kickstart your journey.”

Kyoumei Industries homepage stating we accommodate production as low as 1000 units, captured 16 September 2026
Kyoumei’s own homepage (captured 16 September 2026).

Kyoumei — only in this industry can one thousand units be marketed as an act of charity. Your floor is the highest on our ranked list of Malaysian OEM factories that publish a number; there are factories in this country publishing 50. To be fair, the honest defence writes itself: professional-grade actives at clinical concentrations genuinely do not make economic sense in micro-batches, and a 1,000-unit floor filters for brands that can actually sustain a professional line. But then say THAT — it is a better sales pitch than pretending a thousand units is small.

Second, the halal certificate. The same homepage offers “HALAL, SGS Lab Test and ECO certification services for your convenience”.

The certification-services line on the same page (captured 16 September 2026).

The certificate behind it is real and current, and I want to be precise about what it covers. JAKIM’s directory carries Kyoumei under the OEM (contract manufacturing) scheme — certificate reference 083-11/2025, valid to 15 January 2029, at the Sungai Buloh premises — and lists exactly zero certified products under it. A search of the cosmetics category on JAKIM’s own portal returns no record at all (checked 16 September 2026). That is the infrastructure without the inventory: the pathway exists here, but your product will be walking it alone. Ask what the certificate currently covers, and budget the timeline honestly.

Third, the split personality on Google Maps. The factory listing holds 4.2 stars from six reviews; the sales office listing holds 5.0 from twenty-two. Same company, two shopfronts, and your happiest customers apparently all review the office.

Two listings, one company (captured 16 September 2026).

Consolidate the listings, Kyoumei — a factory operating since 2009, with this client roster, should not have its public reputation split into two rooms, one of them barely furnished.

Their published terms

Published terms, credit where due: the 1,000-unit floor is printed on the company’s own homepage, alongside company-stated capacity of over 10,000 units per day, a claimed library of 1,000+ developed products and 200+ ready formulas, and a category menu that runs from skincare and aesthetic care through baby care, colour cosmetics, sanitizers — and pet care, which the cosmetics registry cannot verify because pet products fall outside it entirely (treat that line as company-stated). In our July 2026 sweep of Malaysian OEM factories that accept small orders, Kyoumei sits in the ranked ten precisely because it publishes a number at all — most factories at this tier make you ask.

Who should call them — and who should not

Call them if: you are building a clinic, salon or professional-counter brand and want an OEM manufacturer whose registry already reads like your channel’s supplier list; your formulation ambitions are serum-led and actives-heavy; you can sustain 1,000-unit runs per SKU; or you want the reassurance of the oldest active registry filings in this series and a client base that averages nearly seven products each.

Look elsewhere if: you are an FMCG line or a fast-moving online brand — TikTok, viral, trend-cycle launches — because the professional channel runs on validation and documentation rather than launch windows, and this factory’s rhythm and 1,000-unit floor are built for the slow lane, not the algorithm; you are a first-time founder testing the market — at 1,000 units minimum this is not your first factory, and there are published 300- and 500-unit floors on our list; your brand is halal-first and needs certified product coverage now; you need fragrance depth (no fragrance bench at all in the registry); or single-client concentration in your supply chain keeps you up at night and the queue answer on your visit does not reassure you.

FAQ

Is Kyoumei Industries one of the top 10 OEM cosmetic manufacturers in Malaysia?

You are asking my opinion, so plainly: in my subjective judgement — no. Its 236 active notifications sit in the national mid-field, more than half its order book rests on a single distributor relationship, and its halal certificate covers zero listed products today. What the record does support is narrower and genuinely valuable: one of the longest registry spans in this series, the highest client repeat-depth I have measured at 6.9 products per brand owner, and a professional-channel client sheet most OEM factories cannot show. Judge it as the clinic and salon channel’s specialist, not by lists.

Is Kyoumei Industries a real OEM manufacturer?

Yes — the NPRA cosmetics registry lists Kyoumei Industries Sdn Bhd of Sungai Buloh as manufacturer of record for 236 active notified products across 34 brand owners (September 2026 extraction), with active filings dating back to 2017, and a JAKIM certificate attached to the physical premises. The company has operated since 2009. This is an established, licensed plant with the oldest active registry filings in our review series.

What is Kyoumei’s OEM minimum order quantity?

The published floor is 1,000 units, stated on the company’s own homepage as of 16 September 2026 — the highest figure among the ten factories with published MOQs in our July 2026 sweep. For professional-grade formulations with clinical actives, a higher floor reflects honest batch economics, but if you need a smaller first run, factories on our list publish 300- and 500-unit floors. Confirm exact terms per product in a written quotation.

Which brands does Kyoumei manufacture for?

The registry lists 34 brand owners, weighted toward the professional channel: Jotono Corporation’s salon-brand portfolio (De’Mieux, Bridget, AYA, Lavenir and others — 130 filings), PCQ Hair & Beauty (21), Dermac International (12), Cellnique Paramedical, La Monzz Premium and a tail of aesthetic and medical-adjacent names. These are regulator records, not testimonials. Just over half the order book sits with one distributor relationship — ask about queue priority when you visit.

Is Kyoumei halal certified as an OEM manufacturer?

The plant holds a current JAKIM certificate under the OEM (contract manufacturing) scheme, reference 083-11/2025, valid to 15 January 2029 — but the directory lists no certified products under it, and the cosmetics category returns no record at all (checked 16 September 2026). In practice that means the certified infrastructure exists and your product’s own halal certification would be its own application with its own timeline. If halal is central to your brand, map that pathway with them before you commit.

Is Kyoumei suitable for a first-time skincare founder?

Usually not as a first factory, and that is by design rather than by failure: the 1,000-unit published floor and professional-channel focus suit brands with proven demand and bigger budgets. A first-time founder testing a concept will burn less capital at the 300–500 unit OEM factories on our list, then graduate here when a professional line or clinical positioning justifies the batch size. If you already sell through clinics or salons, the calculus reverses — this is your channel’s home factory.

How this review was researched

Sources: SSM registration data (public records); NPRA cosmetics notification registry via OEM Review’s September 2026 full-registry extraction, including holder-manufacturer cross-checks; JAKIM’s halal directory and its official portal search in both the cosmetics and contract-manufacturing categories (checked 16 September 2026); kyoumei.com.my published terms and claims (captured 16 September 2026, screenshots above); Jotono Corporation’s public company materials; and Google Maps listings (captured 16 September 2026). Format counts are keyword counts of product names in the registry, applied the same way to every factory in this series. I have not audited the plant. Certifications are company-stated unless a registry or certificate reference is cited; pet-care and capacity claims sit outside any public registry and are treated as company-stated. No claim is made about the corporate relationship between Kyoumei Industries and Jotono Corporation beyond what the registry shows: who holds, and who manufactures. The standing offer that runs through this series applies: show me the certificate number, or the production evidence, and the text updates the same day.

⭐ OEM Review ENDORSED — The Professional Channel’s Quiet Workhorse, 2026. Endorsement scope: clinic, salon and premium skincare brands at 1,000-unit-plus batch sizes; serum- and actives-led formulation. Reservations on record: 55% of the order book sits with one distributor relationship — ask the queue question; the halal certificate currently covers zero listed products; the highest published MOQ on our ranked list, however tenderly it is worded.
